TT18-A Launch Stability Enhancer is a launch clamp. It is unlocked from X in Tier # of the Tech Tree. It features an extending and retractable arm.

Usage
The TT18-A's primary function is to hold vessels in place on the launch pad. It can be attached to any part of a vessel via the arm. The main shaft procedurally extends from the attachment point to the terrain.
When using launch clamps the height a vessel sits off of the ground is defined by the height off the floor in the VAB, unlike when launch clamps are not present and a vessel will start standing on the surface of the launch pad no matter where it is positioned inside the VAB workspace.
